HDHomeRun 1 tuner + emby server, 500 clients?

hi i hope you are ok i'm new to emby player, 
and i plan to use it as a free server for my clients on an isp, 
my question is if i only need the hdhomerun and emby server to give Live TV to about 500 clients, 
i have read that the HD Home Run Solo has 4 tuners, do I require a single hdhomerun or how would I do it in this case? Thank you.!

Hi, unless you can show you have a license to redistribute this content you would not be able to get a license from Emby for this commercial venture.

Emby's standard license agreement allows Emby to be used for personal use but for commercial use we would request proof of distribution licensing.

Not only that, you'd need multiple tuners, a server farm with servers capable of transcoding multiple streams simultaneously and 10 gig upstream internet.
