Yes. https://blog.roku.com/developer/channel-store-blackouts-2020 Presently Roku is on Holiday Blackout. Once they exit this blackout on January 4th they will start to approve and publish submissions. Until then it does not help to continue to submit packages for approval. That will only slow down the process. It is better to wait until January 4th to submit a new package to the Roku store for the approval process. This is what the hold up is.
