It has been happening since either 1.79 or 1.80 (don't remember if 1.79 was the first one I saw it, or if it was the version I had before I first encountered it). As stevensp said, while Emby Premier advertisement is on the home screen you can't go down to the advertisement, and also can't go to anything below it.
