Frequent pausing / stuttering at the beginning of a video

Hello - the issue I'm having may be affecting more devices than just the android app, but at the moment that is all I have to test with so I'm posting in this section. This may need to be moved depending on what the root of the problem is.

What I'm doing is remotely streaming from my server to the android app on my phone (Galaxy S9). At the start of any movie or episode, for about the first minute an a half, the video will briefly pause every couple of seconds. No 'buffering' icon appears, and there is no error message. The video just stalls out and starts again on it's own. Once a bit of the file has been played, the rest of it will play smoothly. However, if I try to jump ahead in the video it will happen again. In some cases, movies will not start playing at all which I believe is related, but that is rarer.

Everything I have tested so far is direct-playing according to the dashboard. This problem does *not* occur when my phone is connected to the local network - I have absolutely no playback issues at all when on the same network. I did encounter a similar error while trying to play via the web client at work, but I am not there now and don't have a computer to test the web UI outside of my network at the moment so I am focusing on the android app.

I've attached my log to this post. I'm not sure what additional info I may need or where to begin exactly, although it seems pretty clear this is some sort of network issue. I should note, however, that my upload and download speeds are consistent (180mbps down / 15 mbps up) and the videos I'm testing are rather small and only in 720p. I'm wondering if perhaps I've done something wrong when setting up port forwarding to allow remote access that may be causing this. I should also note that I have Plex running alongside this and do not have the same issue, so I don't think it's a connectivity problem per say but maybe a config problem with the way I've setup Emby.

The computer Emby server is installed on is running Windows 10 and has an I7-7700k processor, but again nothing is transcoding so I don't think that is an issue.

As for my router settings, I've attached a picture of the config as well but basically the port forwarding section is pointing to my local IP (192.168.0.118), service type is TCP and the start port / end port is 8096.

I would greatly appreciate some help or a push in the right direction. If the issue does have to do with port forwarding / my network setup, I'm afraid that's well outside my familiarity but I can report any information needed and try any tests.

Sounds like it is direct playing in situations where it should be transcoding. Can you try lowering the in-app quality setting and see how that compares? Thanks.
