I'm still learning 4K.  When I play a 4K movie with Dolby Digital 5.1 and no subtitles it plays direct.  But with I turn on my English (Forced PGSSUB) subtitle, it transcodes, making the movie unplayable.  Forced subtitles will direct play for a Blu-ray.  What is the difference? Thanks

It is all about what client player and the supported subtitle format.  Not all clients support PSG so they have to be burned into the video.  So if you have a blu-ray that direct plays with subs, I would ask what format are the subs in?

How does one go about burning subs into the movie?

Ok so by server itself I assume you mean web app. Web browsers do not support PGS, and unfortunately neither does the Samsung video player, so PGS will always need to transcode. In the event Samsung ever adds support for this, we will update the app to utilize it.

You could try using Subtitle Edit.  It will read the PGS subs and convert them to text, then you can save either a full or forced subs srt file which will direct play without transcoding.  You should be able to locate a few tutorials on the process.
