Hardware transcoding needs Premiere?

Hi,

the Premiere webpage and feature matrix don't explicitely say if we need a premiere licence to activate the Hardware Transcoding (GPU) feature of server.

Is it the case?

Where can we find ALL the specifications of Premiere licence?

It's needed for hardware acceleration as of the 4.X releases.

Feature matrix has most of the info, but looks like it needs an update, last time was November 2018.
