Could you please try to set 'HW Acceleration' to 'Advanced' and then disable the HEVC decoder (leaving the H264 encoder enabled) and see what happens? That made emby realise there were codecs available, HWAcceleration now seems to work with HVEC decoding enabled or disabled.
