Bitrate "Wall" - Transcoding Kodi in Emby

Angel sent me here to inquire about an issue! She needs some advice on the topic! (check PMs for invite to thread)

 

Latest Beta Emby (custom version angel sent) + Emby server 4.0.2

Here's a simple log (check PMs for invite to thread with entire log posted) of an issue where when playing transcoded within emby, I am hitting a bitrate "wall" (bitrate not being accurately set  when setting is above a threshold. In this case , remote bitrate in emby setting is 25Mbps, resulting playback is 3-5mbps)

 

Movie : 2 Fast 2 Furious, 1080p Original

 

 

1) first attempted play has bitrate of 25Mbps (not working, stuck at 3-5mbps)

2) second attempted play has bitrate of 600kbps (working, resulting playback in 600kbps range) 

 

It correctly identifies the bitrates in the log for both:

What could be going on? I confirmed the server back end is set to "auto" for encoding h264. 

 

**Also** : noticed regardless of emby setting, 4k will transcode to a single bitrate , single resolution. This is not like the 1080 behavior, as i show above, does in fact have a range in trans coding bitrates from 600kbps-5mbps (wall).
