legal in what respect?  you certainly can't legally monitize it, if that's your question.

No, not to charge anything . Just to have it for view as regular tv on a business. But not to charge anything for the viewing

A quick googling shows https://www.wlu.edu/general-counsel/answer-center/copyright-and-intellectual-property/copyright-guidelines-for-showing-movies-and-other-audiovisual-works

however, it really depends on how high profile your business is.  I take my kids to a barber that shows movies while the kids get their hair cut... I don't see the feds in there, and the place has been in business for 20+ years.

Emby is completely legal.  You can show home videos anywhere you want.

If your question is about displaying content in a business environment, that is completely unrelated to the platform upon which you are showing it.  Is that what you are asking?

It's legal as I know. It's legal as I know, as long if poses the rights to the content that you are showing, and you don't steal someone else's content. I think that the rules are similar to the YouTube one's, if this helps you to have a better image of how it's working, because it's a bigger and more popular platform, and I think that you know it very well. The best solution is to ask for professional service like https://legaloutsourcingservices.co.uk/, to deal with the business related questions, the lawyers from there will tell you for sure what to do in order to not violate the rules.
