New Build or is OLD PC good enough?

Folks, I have an older PC that I use for Emby Premiere Server and MyMovies server running a SQL server for its database. I also use it as an all around office PC, light use & no gaming... I was considering upgrading the hardware because now family members that will streaming live tv and up to 4 possible concurrent streams via amazon firesticks from my HDHomerun prime tuners... The specs of the current machine are:

AMD Phenom II X6 1055T Processor (6 CPUs), ~2.8GHz 125 watt TDP

8GB G Skill RipjawsX F3-12800CL9-4GBXL @1600mhz

MOBO ASRock 880GM-LE FX

Graphics Controller Type ATI Radeon HD 4250

My main goal is not energy savings (which would be bonus) but when live streaming TV it will not overtax the server and the experience will be smooth.

I was considering a Ryzen 5 2400G build. I understand it has less cores but it has 4 threads. I know I could off load the transcoding to the GPU or CPU but in the case of streaming to a firestick does that even matter? Unfortunately I am not well versed in the technology of transcoding, offloading etc and just need some guidance here.

THank you in advance for your help.

Server needs are highly dependent on number of end clients, which end clients, and content type.

You mentioned live tv being the focus, is it just 1 stream? You almost mentioned a fire tv stick, is that the only end client? If the answer is yes to those, I doubt you need a new server.
