Cant Scroll up or down in Settings have to zoom in and out to see lower options

Using both Chrome and Chromium and Chrome on Android. 

 

I cant scroll. Simple as that. 

 

There IS a scroll bar on the side as you can see, but it shows nothing to scroll. but if i zoom out i can see all the options, albeit small and hard to read.. 

 

tried this on 2 devices, 1 computer with 2 browsers and 1 phone.. 

 

anyone else have this problem?
