BD-UHD compatible MOBO/GPU & Intel SGX

I would like to build a PC that is capable of playing BD-UHD discs via PowerDVD but I'm having a hard time finding a motherboard I like for this setup.  I have seen a few smaller boards that have been confirmed to be SGX compatible but they only have one PCI expansion slot while I would like to have at least two or three.   Here is an example of one of those: https://www.amazon.com/ASRock-FATAL1TY-Z270-GAMING-ITX-Motherboard/dp/B01MU7LK85

I have also seen examples of more expensive mobos that have multiple expansion ports but it looks like these are setup for gaming, and I'm not sure if most of the PCI slots are dedicated for SLI configurations.  Here is an example of that: https://www.amazon.com/GIGABYTE-GA-Z270X-Gaming-Gaming-Motherboard-LGA1151/dp/B01NATVWMY/ref=olp_product_details?_encoding=UTF8&me=

Neither one of those boards really seem like what I am looking for, and I would prefer to find something in between.  I would like to find a board that has been confirmed to be SGX compatable, has more than one PCI expansion slot, and costs under three hundred bucks.  Given the two choices above, I assume the safest bet would be to go with the more expensive board but I'm looking for some advice from those with experience.

I would also like to know if I can use a GPU to playback BD UHD, and I have an MSI GT1030 LP OC that seems to check all of the boxes but I'm not sure if PDVD will allow hardware accelerated BD UHD playback because I haven't found any success stories for that.  The final option is to just rip UHD discs but if I were to do that, I don't know if I would still be required to use the onboard intel GPU to get HDR playback.  Thank you for whatever help you can provide.  I'm guessing it will take a long time to sort through all of this, and right now, I only have a 1080p display and AVR so financially I'm along ways away from from even being able to view this content.  My thought was that if I have to upgrade my DLP TV, I would go with an Epson PJ that passes HDR content but isn't truly 4k capable like this: Home Cinema series, the 5040UB
