In general, for GPL'd and most open source software, you can "rewrite"/modify whatever you want.  From a practical standpoint, the question of whether it is for "personal use" is not an issue but whether or not you are "releasing/distribuing" the software is a thorny issue.  For emby, it is pretty difficult to modify the software and not consider it being redistributed, so you would most likely have to make your changes available.
