Well, it looks like cranking the brightness to 8 for SDR stuff, is the available option. Appears to work ok. Not ideal, but I'll keep obsessing over it.

Ah-ha! Now I've got it! Raise the gamma. So do the same as what we did with brightness, but substitute brightness for gamma.

hwdec=auto
opengl-pbo
deband
deband-grain=0
gamma=15

[HDR]
profile-desc=cond:p["video-params/primaries"]=="bt.2020"
gamma=0

I always found playing with gamma to be like opening Pandora’s box. I found your previous setting to be an ok balance

In this case, it's good, because the swapchain pq alters the gamma. So this is more of a correction.

Or a slightly different, probably better way to adjust the gamma.

hwdec=auto
opengl-pbo
deband
deband-grain=0
gamma-factor=1.2

[HDR]
profile-desc=cond:p["video-params/primaries"]=="bt.2020"
gamma-factor=1.0

I think I'll go with a little of both.

gamma=5

brightness=3

Luke, I'm not sure if wm4 is going to doing anything about the d3d11 colorspace issue, but if you were able to set the conditions in theater, that would be a very good thing.

This would only apply to Windows 10.

If HDR mode is enabled in Windows, then set --d3d11-output-csp=srgb for SDR content, and set --d3d11-output-csp=pq for HDR content.

This will correct the gamma offset, or more accurately prevent it, when using pq for SDR content.

Otherwise, gamma has to be raised 15 points, for SDR content.

So you're saying we have to detect the OS settings and then do certain things?

Yeah, I know it's a bit of a big ask. The only other way to achieve the correction is to use auto-profiles, and apply a gamma correction. You could also do that internally, and let mpv do the work. And of course that would still have to be applied only on Windows 10 in HDR. But changing the colorspace is the best solution. I'm hoping those guys will correct it, but I'm not sure that will actually happen. I'm not getting a lot of feedback from them, on this.
