RestrictChannels No Longer Working Correctly

I am having issues with how Emby is displaying restricted channels.  My restricted channels seem to be working as intended but the problem is Emby is displaying every channel, all 428, where I should only have 89 channels displaying.  The 89 channels that it should be displaying all have guide data, the rest of the channels that should not be there aren't displaying guide data.

I restricted them through ServerWMC's config.xml under client restrictions.

If this is an HD Homerun it might be the server's built-in support that is causing this. To disable it click on the tuner in live tv setup, then clear the checkbox to disable it.

That fixed it.  Thanks.  I should have mentioned I switched from ceton to an HD Homerun.  That's when the problem manifested itself.
