I have Infuse4 for AppleTV and it works perfectly without any internet connection, in fact I'm using it for playback after I set a SMB share on the server since I can't use Emby at the moment. I assume Emby's app uses the new JavaScript components and is not built entirely in ObjC or Swift. I will try with an active internet connection once I set it up...
