Have installer check RunAtStartup before starting tray icon

For those of us who run as a service killing the icon adds another step after upgrading and results in an error when interrupting an initial scan which is started by default or waiting a long time for the initial scan to complete before killing the program.  If the installer checked if RunAtStartup was equal to "false" then request it also not start after installing an upgrade.  This problem becomes even more difficult when remoting in to upgrade a server.
