Windows 11 Emby Theater 3.0.21, non-MS store installation. Server 4.9.1.80

When I "edit images" for a given title and then  select one of multiple installed background images, the menu no longer displays "move up/down" options. This is a feature I use frequently.

I would expect to see "move up" and/or "move down" in this menu
