Can someone explain this setting.

Question I have if enabled and select the highest settings does that mean the art work will be better.

No, it's not better, the opposite. Disabled means use native artwork.

Enabled means, reduce artwork resolution by a factor e.g. 50% of screen resolution (as the help text says).

e.g. screeres is 1920x1080 and artwork is higher than 960x540 (50% of screenres) artwork will be resized to 960x540.

The option could help for faster artwork loading or saving space. e.g. a 8k artwork makes not much sense on a 2K or 4K screen.

The different (percent) default settings are based on the fact, that e.g. a logo is usually not a fullscreen artwork, while backdrops are.

Therefore the backdrops should be "limited" to 100% of the screenres and a logo is 30%

 

Anyway, best quality is always disable the option.
