It's a bug that doesn't allow to get the actor's avatar in the media library in full.

I'm using the latest version of emby stable(emby-server-deb_4.8.11.0_amd64.deb), but this version seems to have a bug, I added and scanned a new movie media library, after the scanning is completed, the media library will have a lot of actors' avatars are cracked (no actor avatars are captured), I tried to refresh the media once again, but there is still the problem, if I manually refresh the media information by specifying a certain movie alone, it will be complete! If I manually refresh the media for a specific movie, it will get all the actor avatars, but I can't manually refresh all the media, it's a huge task, so I feel this is a bug.

I've tried restarting emby and the server, and I've tried deleting the media library and re-adding it, and the bug is still there!

Would need to see server log but broken images in the corner usually mean your system thinks they exist but don't.  But yes sometimes it will require you to manually refresh or even enter every person as they are only really gotten once ie when movies/series/episode is imported.

What do I need to do if I want to get the actor avatars for the media library again?

I've tried deleting the existing media library, re-adding the media library and refreshing the media library metadata, but I still can't get the actor avatars properly.

Depends on what the server log says.  If these are already imported actors and you have a /metadata/people folder issue you may have to Refresh each person.

Yes, my emby was just recently updated from version 4.8.10 to 4.8.11, and I got the bug after the update!

I installed this plugin (https://github.com/sjtuross/StrmAssistant), I don't know if it's caused by this plugin however, I tried uninstalling the plugin and re-adding the media library, but the bug is still there!

Can you please try adding a new movie, and then if it happens with that, please attach the emby server log. Thanks.
