Is there anyway to show plugin in Menu that user can see?

I am writing a plugin and part of settings should be setted by user

I find that plugin can set EnableInMainMenu and MenuSection, but only Server , Devices and Advanced

I'm wondering is there anyway to show plugin in these two secions

So user can see and finish their setting that my plugin need other than give user the authority to  manage server
