Not sure the exact question here but if about provider order I believe TMDB should be first provider by default. Also mentioned in another to about possible stop using TVDB externalids for TMDB as there have been multiple topics of issues with TVDB having wrong TMDB ids. Yes for movie libraries TMDB should be first not TVDB, which is what I said. As for the second part of @Happy2Play's post I have no idea.
