Is the Device limit meaning concurrent devices streaming at the same time but you can connect an unlimited amount of devices if they are not streaming at the same time?

or is the limit on the amount of devices logged into my server no matter if they are streaming or not?

I think but just a little strange.

Basically I can't add more users then my device limit because if each user uses 1 device it would be my device limit correct?

Incorrect. 

Device limit is number of devices that'll use Premiere-only features. You can have 1 user with 5 such devices and all 5 would count against device limit and/or you can have 10 users that don't use any of those features hence no devices will be counted there. Unused devices drop-off the list in abt. a week. 

Don't think "users" (as that has absolutely no influence), think "devices" that are using Premiere features.
