What is locking all my tuners?
MediaBrowser.Controller.LiveTv.LiveTvConflictException: MediaBrowser.Controller.LiveTv.LiveTvConflictException: M3U simultaneous stream limit has been reached.
I only have one stream going. Only one is showing in the dashboard. Simultaneous stream limit is set to 5. Normally I can use all 5 streams but when this happens, I have to restart Emby. Is this a common issue? How should I troubleshoot? This has always been an issue for me, across two different servers.

I'm thinking Emby is transcoding when it is not necessary. Our primary playback device is the Roku Ultra 4.0.31 and when playing a live, interlaced, 480i or 1380i, channel through Emby, it is transcoded by Emby. However, when playing the same channel through the HDHomerun app, it plays fine. The Roku is up converting its output to 1080p, as configured in the settings. So either the app is instructing the HDHomerun tuner to transcode or the Roku is accepting the interlaced feed.
