Cant download windows erver

I have uninstalled my server and want to upgrade to the new server. and I go to emby.media/download and download the setup tool. When it takes off. I get this error. 

is there an offline download to the install I can do. Or do you know why this wont download. This is installed to a 2012 r2 server, that has internet.

Instead of disabling Internet Explorer Enhanced Security on your server, add the following sites to the Trusted Sites zone using Internet Explorer options.  You will need to have "Require server verification (https:) for all sites in this zone" unchecked.  This is a more secure approach.

Thanks y2kse, allowing privileged access to a few sites is a far more sane approach.  I'm still having problems updating with the same error though - unable to download https://raw.githubusercontent.com/MediaBrowser/(...)/Server.Installer.application

 

I'm looking into it further to figure it out, but if anyone has some suggestions (besides disabling my firewall or disabling UAC) I'd appreciate it!
